Heard on 8.7.14.  Appellant not present.  Public Authority is represented by  Shri Bir Singh, PIO/ACB and Shri Uday Singh Saini, SI/ACB.

2. The Appellant filed an RTI Application dt.18.1.13 with the PIO, Directorate of  Vigilance, GNCTD seeking information against eight points with regard to his legal  notice dt.7.1.13.  The PIO replied on 13.2.13 furnishing point wise information.  Not  satisfied with the reply, the Appellant filed an appeal dt.28.2.13 with the Appellate  Authority.  The Appellate Authority vide order dt.26.3.13 dismissed the first appeal.  Being aggrieved with the reply, the Appellant filed a second appeal dt.7.5.13 before  CIC.

3. During the hearing, the Respondent submitted that at the time of receipt of  RTI Applica
