2. The   Appellant   filed   an   RTI   application   dt.2.7.13   with   the   PIO,   Home  Dept., GNCTD seeking the following information: i) Kindly provide the 1st essential duty of state in accurate words. ii) Kindly provide the 2nd essential duty of state in accurate words. iii) Kindly provide the 3rd essential duty of state in accurate words. The   PIO   replied   on   1.8.13   stating   that   requested   information   is   not  available in this Department as Delhi is a Union Territory and not a State.  Not  satisfied with the reply, the Appellant filed an appeal dt.17.8.13
