2. The   appellant   filed   RTI   application   on   29.6.2013   seeking   information  through 7 points with regard to approval of circle rate of Bhera Enclave and its  recategorization by council of minister during 2010. PIO replied on 23.9.2013 that  information does not pertain to them and they have transferred it to the concern  department.   Having   received   no   reply   from   the   concerned   department,   the  appellant preferred First Appeal on 25.9.2013. On not receiving any reply from the  FAA, the appellant preferred Second Appeal before the Commission.
