2.  The Appellant thorugh his RTI application dated 30.08.2013 sought for copy of the whole  file with respect to WC/12 pending before the Deputy Labour Commissioner.  Having recieved  no   information   within   the   prescribed   period,   the   appellant   preferred   First   appeal   on  29.11.2013.     Claiming   no­furnishing   of   information,   the   appellant   has   approached   the  Commission in Second Appeal.
