Facts

:

1. The   appellant   filed     an     RTI   application   on   26­12­2012   seeking   information  pertaining to the details of  appointments of Loco Pilot Diesel after 1­10­2009 and related  issues.   The CPIO responded on 3­1­2013 and 1­3­2013.    The appellant filed an appeal  before the first appellate authority on 21­2­2013.   The FAA responded on 15­3­2013 The  appellant filed a second appeal with the Commission on 20­5­2013.

Hearing:

2. The respondent was heard through video­conferencing. He referred to the RTI  application   of   26­12­2012   and   stated   that   the   appellant   in   his   application   had   sought  information on 5 points relating to  details of appointments of Loco Pilot Diesel after
