2.       Appellant   through  his  RTI   application  sought   information  with  respect   to  the  dealers  selected   in   response   to   Good   Dealer   Scheme   introduced   in   2000­2001,   namely,   criteria  adopted by department for selection of dealers, name & designation of officers by whom  dealers were selected, date of issuance of " Shreshth Vyapari Praman Patra" to M/s Tin Box  Company etc. PIO transferred the application to Accounts officer who replied that matter not  pertains to Policy Branch. Being unsatisfied with PIO reply, the appellant made First Appeal.  First   Appellate   Authority   directed   the   PIO(Policy/PR   Branch)   to   provide   information.  Unsatisfied with FAA order, appellant approach the Commission through this present second  appeal.
