2. Appellant through his RTI application wanted to know the total number of forged SC  certificates issued by Delhi Administration (North East district), how many such cases had  been detected, how many persons involved in this scam, details of persons to whom forged  certificates   issued.   Having   received   no   reply   within   prescribed   time,   appellant   made   first  appeal. Claiming not furnishing of information, appellant approached the Commission. Proceedings Before the Commission:

The appellant submitted before the Commission that there is no response to his RTI  application and first appeal.   The appellant wanted to know how many forge SC certificates  were issued and what action was taken in this regard. The respondent officer submitted that  they   had   not   received   RTI   application,   first   appeal   and   second   appeal.   The   Commission  cannot accept the contention of the respondent officer, because appellant has shown despatch  No. The appellant is also ready to give diary No. made in the office of public authority. The  Commission directs the respondent authority to collect copy of RTI and second appeal from  the appellant and provide complete reply within 30 days from the date of receipt of this order.  The  Commission  also  directs  respondent   authority   to  show  cause   why   penalty   cannot   be  imposed against him for not responding to RTI application, first appeal and second appeal,  within  21   days  from   the   date   of   receipt   of   this   order.   The   Commission   further   directs  respondent authority to explain what action they had done to trace the RTI application, if not  traceable.
