Complainant through his RTI application sought to know when the education department had received the suspension files from the school, when was the file received CIC/SA/C/2015/000062 & CIC/SA/A/2015/000012, 13, 14, 15, 16 Page 2 by the education department, when was the file sent to DDEWest - A. 3. Complainant through his RTI application wanted to know the rules under DSER 1973 wherein in the absence of HOS, three people were appointed, agenda of the meeting dated 23.4.2013. PIO for point no.1 asked the appellant to refer to DSER 1973 and point no. 2 provided the detail. Being unsatisfied, appellant filed first appeal.
