1. The complainant/appellant is not present for the hearing. The respondent is being represented by Shri S.K Khanna (Senior Manager).
2. The complainant/appellant has filed an appeal under the RTI Act, 2005. However, the matter has been registered as complaint. The Hon'ble Supreme Court in the matter of Chief information Commissioner and Anr. Vs State of Manipur and Anr has held as under vide Judgment dated 12.12.2011:
"37. We are of the view that sections 18 and 19 of the Act serve two different purposes and lay down two different procedures and they provide two different remedies. One cannot be substitute for the other.
