FACTS
Vide RTI dt 17.1.13, appellant had sought information on 3 points relating to ration money.
2. CPIO vide letter dt 7.3.13, informed appellant that information sought is not available with them.
3. An appeal was filed on 15.3.13.
4. AA vide order dt 26.4.13, provided a copy of circular no.8 and disposed of the appeal.
5. Submissions made by the appellant and public authority were heard. Appellant submitted that there has been considerable delay in providing a response by the CPIO. The RTI, according to the appellant, was received in the office of Chief Commissioner-I, Delhi on 21.1.13 as indicated by the receipt stamp. CPIO, however, submitted that it was received by her only on 20.2.13. Similarly, appellant submitted that his appeal was filed on 15.3.13 and though the AA provided a response signed as on 26.4.13, the letter seems to have
