The Appellant filed an RTI application dt.11.7.13 with the PIO, Health &  Family Welfare Dept. seeking information against three points with respect to  Spectoscopy  Machine  in  the  hospital   etc   .     On  not   receiving  any   reply,   the  Appellant   filed   an   appeal   dt.16.7.13   with   the   Appellate   Authority.     The   PIO  replied on 17.7.13.  The Appellant filed a second appeal dt.Nil before CIC.
