2. The Appellant filed an RTI application dt.19.2.13 with the PIO, DUSIB  seeking information against three points Viz whether the department had issued  NOC/ permission regarding multi­story building in the court yard etc.   On not  receiving the reply, the Appellant filed an appeal dt.25.4.13 with the Appellate  Authority.     Still   not   receiving  any   reply,   the  Appellant   filed  a  second  appeal  dt.20.8.13 before CIC.

3. During the hearing, the Respondent submitted information supplied to  the   Appellant   was   returned   undelivered.
