2.           Through his RTI application dated 10­4­2013, the appellant is seeking details of the  names of all the stamp vendors in Delhi who were registered with the respondent department  along with their addresses, etc.   The PIO has given the reply by his letter dated 28­6­2013.  The appellant made first appeal before the FAA.  Being unsatisfied with the reply provided,  the appellant has filed 2nd appeal before the Commission.
