The appellant sought list of registers and files maintained by CT section, list of articles lying in stores of CT Section, inspection of fixed asset registers, disposal registers, inspection of file no. F121/2008-09/CESTAT/CT, etc. Relevant facts emerging during hearing:

Both parties are present. The appellant filed an RTI application on 25.05.2011, seeking the above information. CPIO/Asst. Registrar in his reply informed the appellant that since the information sought is exhaustive and unspecific, the appellant was requested to inspect the concerned record/files on 23.06.2011. The appellant inspected the relevant record on 23.06.2011. The appellant vide letter dt. 05.07.2011 asked the CPIO to furnish the documents free of cost to him as the CPIO had not informed him the photocopying charges. Asst. Registrar/CPIO vide letter dated 14.09.2011, requested the appellant to submit fee of Rs. 80/- for getting the documents earmarked during inspection. The appellant vide letter dated 14.09.2011, asked the CPIO to provide information free of cost as the same has not been provided within the prescribed time limit. On not receiving the same, appellant filed first appeal. The FAA in his order directed the CPIO to provide the information free of cost. CPIO vide letter dt. 21.03.2012 provided 34 pgs. to the appellant.
