The Appellant vide his RTI application dt.12.10.11 filed with PIO, Directorate  of Information & Publicity, GNCTD sought marksheet, certificate and photocopy of  degree  of  Shri  Mahesh  Maurya,  Dy.  Director.  PIO  replied on  11­11­2011.  Being  unsatisfied with the information provided by the PIO, the appellant preferred First  Appeal. Having received no reply within the prescribed period the appellant has  approached the Commission in Second Appeal.
