2. We heard both the parties.

3. The   Appellant   had   sought   a   number   of   information   regarding   the  deputation of Smt Mridula Ghai to the post of Director Administration. He had  also wanted to inspect the relevant files and records. The CPIO had provided  part  of the  information but had not allowed  him to  inspect the records.  Not  satisfied,   he   had   preferred   an   appeal   and   had   specifically   requested   for  personal hearing.
